The only way to make this happen would be to do some manual intervention and an extra indicator. Since you can condition the SFLEND with indicators, just use a non-SFL control indicator. Set the indicator on or off depending on whether or not your subfile is going to have multiple pages. For your example, you would not *activate* the SFLEND keyword if you have less than 14 records.

subject: subfile scroll bar *auto show?

Scroll bar question. If a subfile is less than a full page can the
scroll bar be non-display? Lets say a sub file page size is 13
records. At 14 or more records I want the scroll bar to be visible and
active, but for 9 records I would like the scroll bar to disappear.

Any way to make that happen?
