You did not say:

1. what version / release of OS/400 or IBM i you are running, when you
get this error?
2. what level of CUMulative PTFs do you have installed on your system?
3. what level of Technical Refresh is installed, if V7R1?
4. do you have the PTFs installed to enable "Open Access for RPG" and /
or to enable the new free-form F-specs, D-specs, H-specs etc.?

I did a google search for "MCH3601 CRTSQLRPGI" (without quotes) and found this:

If you get an MCHxxxx error using an IBM command and google does not find anything, you should open a PMR (support request) with IBM.
