Think you may be on your way to a resolution, but if not here is what
I'm doing for some simple overlays, which may be a fall back option for
you that bypasses the form designer.
The detail for the setup is in the attached doc, with the main steps
being

1. Install 'Generic Infoprint 240dpi AFP printer' on my laptop and
set it to default to print to disk
2. Set up the Overlay in Word or suitable form designer and print
the output via the Generic Infoprint 240dpi AFP printer to disk
3. Upload the overlay to I series using FTP
4. CRTOVL OVL(library/overlay) FILE(library/file) MBR(member)
DATATYPE(*AFPDS)
5. Run the application and look at the output
6. Repeat steps 2->5 until it looks about right

Not sure if this helps but we had a requirement to download a PDF
document from a website and then direct the print to the appropriate
store in our store estate via AS400 output queues. We ended up using the
Infoprint server which converts PDF back to Postscript and allows it to
be printed on cheap HP PCL5 compatible laser printers.

The infoprint server was at previous release 5.3 and we downloaded the
software from IBM to run on a machine on version 6.1 of the operating
system. IBM support were quite helpful getting this up and running even
though the folks concerned had little exposure to Infoprint server. This
help was available once our IBM agent raised a PMR with the IBM support
folks

This may be your route to go ?

Daniel, I can't help you with getting the software but I wonder if this
is one of those products downloadable only at prior releases. Have you
looked in prior releases in ESS? We had this problem when we upgraded to
7.1 and had to go back to a prior release to find some of the entitled
software. Took IBM forever to "fix that" and was easier to download the
prior version.
