You can issue DSPLIBL or DSPSYSVAL QSYSLIBL to see if there are any other libraries ahead of QSYS.

Then, issue:

WRKOBJ *ALL/CRTBNDRPG *CMD

to determine if you may in fact be using a "customized" version of the command.
