This was true once upon a time... (V5R3 and earlier, I think... tho there was a PTF for V5R3 to fix it.)

But, it shouldn't still be an issue today?!

Embedded SQL will almost always want Global Variables.
Save yourself some hassle and define all Variables for SQL as Global.
