That's exactly what it is.

In the U.S. English EBCDIC code page, left square bracket is x'BA', and right square bracket is x'BB'

In CCSID 284 (Spanish), x'BA' is caret, and x'BB' is solid vertical bar.

In the UK codepage (my chart doesn't give a CCSID), x'BA' is a caret, and x'BB' is a right bracket.

In most other codepages, including Multinational, x'BA' is a negation sign, and x'BB' is a solid vertical bar.
