If you are CALLing the program, the prototype is irrelevant.

If you are CALLPing the program from some other RPGLE program, and the
parameter does not have OPTIONS(*NOPASS) on the prototype being used
in the calling program and you CALLP with no parameter, the compiler
will issue an error.

I had a further question, but it is probably not related to a
*ENTRY/PLIST conversion. Is the EXTPGM() keyword of use for converting
*ENTRY/PLIST?

Having EXTPGM (with the correct program name) allows you to put the
prototype in a /copy member which can be used both by the called
program as part of replacing *ENTRY, and also by calling RPGLE program
to ensure that they are in agreement on the parameters.

With a shared /copy member, both the called program and the calling
program(s) will have OPTIONS(*NOPASS) or will not have
OPTIONS(*NOPASS).
