I think the point Scott is trying to make is that the proper way to
think about %SIZE and %LEN is that %SIZE is *by definition* determined
at compile-time and that %LEN is *by definition* determined at
run-time. Whether or not the space requirements *can* be determined
at compile-time doesn't matter.
