This might be easier to answer if we could see the code causing the issue.
Just seeing the error isn't showing us what is happening. To run SNDDST
you may be calling qcmdexc, It requires a length to get passed in. If the
length is being retrieved from the original variable and not the 5000 char
one you could have a longer length value. I don't think that is the issue,
but it is an example.

The question is, if you define &M to be 5000, how can it contain 5001
bytes of data when passed.

I interpret the error as saying the SNDDST command, being passed in the
