I agree HTML may be a good choice, but again (vendor response) our SPLTOOL
product will convert a spooled file to PDF, and allow you to specify
another PDF (that can have the lines, boxes, shading, logos, etc) to place
as an overlay on the spooled file PDF.

Creating that overlay PDF is very simple and can be done with Word, Open
Office, etc and converted to PDF using one of many free tools, PrimoPDF for
example.

So, in the end if it's a PDF you want, SPLTOOL would do this for you.

Have you considered writing your output as HTML? Hitting the Print icon
from a web page is an awfully easy way to deliver attractive reports to
the user's desktop.

Beyond that, this has two huge advantages in my opinion. First, there
is so much more versatility, including colors, tables with borders,
images, backgrounds, a wide variety of fonts, and the report is easily
published on your intranet thereby saving paper and archiving costs.
Secondly, finding people who can extend HTML is so much easier than
finding people who can write overlays.
