Well yes it is a bug and has been since 5.4 as some old information that I had found last week suggested. Reply from IBM:

Hi Jack,
I researched this more and found that we already have an APAR for this, it is SE32840. It appears to be an exact match. The APAR identifies the same error you are getting, and lists the circumvention you found of specifying DATFMT on the CRTSQLRPGI. The fix for this is already in place for the next release, with no plan to PTF it back to V7R1 (since the circumvention is simple). You added a H-Spec with DATFMT(*ISO), the example I looked at added DATFMT(*ISO) to the date field in the D-Spec instead. Either way works.

In response to my questioning this being a 5.4 situation I got that the noted APAR was closed to be fixed in a future release. Not certain how future but he did find some discussions in development that a fix is in place to be included in a the release following 7.1 with no PTF back to 7.1.
