Adding "Fetch First Row only" at the end of the SELECT-Statement will also
work if there are multiple rows.

correctly what you are trying to achieve, I like to do the following;
D Found s n inz('0')
Found=*off;
EXEC SQL
Select '1' into :Found
from rates
where opcode =:zcode;
if SQLCOD<000;
"WHAT'S THE PROBLEM"
endif;
// Found represents a positive match to the sql request if Found;
"DO SOMETHING HERE"
endif;

Now I know for a fact that there will not be a match right now meaning that
the value of zcode is not in the file.....so why does Sqlcod return all
zeros?
