I think that the ability to use up to five files in a CL started at V5R3,
may have been V5R4.

I would just load blanks or zeroes into the key fields instead of doing a
*start. It does the same thing.
In my day, not too long ago, written records were added to the end of the
file. It was not until the file was closed and then reopened that it would
be in keyed sequence again. I am surprised also that this question was going
on for so long.
Is it still true that a CL program can have only one file?
