btw, why the tradition of omitting the , in large numbers in manuals, dspfd, etc

For some reason I am not having any luck today finding the answer to this:
What is the maximum length the %SUBST accepts?
And does the Free-Form version BIF for %SUBST have the same limitations on length as the non-Free Form version?
