This is off-the-wall but perhaps it meets your requirements?

Define a SPECIAL device in the F-specs, with a PLIST and a program name. Let that program do nothing beyond handing off the PLIST to the programs, as needed. How this SPECIAL device program gets the information should then become both flexible and trivial.
