One possible means:

DayNbr = %subdt( MyNewDateField : *DAYS ) ;
if DayNbr >= 16 ; // set day to 16
MyNewDateField = MyNewDateField - %days( DayNbr - 16 ) ;
else ; // <= 15 ; set day to 01
MyNewDateField = MyNewDateField - %days( DayNbr - 01 ) ;
endif ;
