You can use the IBM XMLTOOLKIT, but I have found this quite long winded and not very easy to follow for anyone supporting it subsequently. Another alternative is to just write it directly in rpg, line by line.
I had to generate some xml recently, and in the end, wrote a utility in java to generate the xml. I found a nice set of classes to generate the xml, and validate against a provided xsd. I then call this from my rpg.
