How about using %diff(ContractStartDate : ClientBirthDate : *years) <=
20;

%diff does round down so make sure the comparison results in what you
want.

%subdt ( ClientBirthDate : *YEARS) <=20;

If the client is born AFTER the contract start date, I get an MCH1210.
