No, sorry, there are no plans to change it so it will set all count variables. That's indeed how it was intended to work, with the counter subfields for a given data structure only being set when the data structure values are encountered within the XML document.

Initializing your DS in advance is a good way to handle this.

For sure I'll try to clarify the documentation on this.
