Not the fairest of test IMHO...
OPEN/CLOSE is expensive, in any performance oriented process, you'd
minimize it by only doing it once in either language.
If what you're interested in is CHAIN vs. SELECT INTO, I'd call both
in a 100,000 iteration loop with random keys.

I've tested it with a uniquely-keyed DDS-described PF, and I say fact, not myth. An OPEN/CHAIN/CLOSE=.001 seconds, while a SELECT INTO=.5 seconds. To me, that matters.
