You hit the nail on the head! That's what I did not know!
It seems the problem occurred because the binding library entry for the
service program was changed from the qualified specification using the
library list.
May be someone had to test another program and had to use the service
program form another library and forget to reset to the qualified
specification)
In either way I found the problem, but before I got a lot of trouble because
I recompiled this CGI program (Never change a running system!!! Too goofy to
compile a program etc... with CC to almost everybody).

If I could do so, I'd rewrite this CGI program (in which by the way the
library list will be set) by splitting it in at least 2 programs. In the
first I'd set the environment (Library List, Language to be used etc.) and
the second one (in a different named activation group) would do the work.
... but unfortunately I'm not allowed to change anything in these programs.

It's called "early binding" for a reason. :) A link to the service
program is created at bind time, and resolved to a physical address
when the calling program is activated. From the ILE concepts:

It seems to me that the CGI jobs weren't restarted when the CGI and/or
service program was recreated. Given that for performance reasons,
CGI programs are likely to run in a named activation, I can easily
imagine that the CGI program had the address of the original service
program and thus the MCH3401.
