Niether STRPCCMD nor RUNRMTCMD will give you that....

Both of those are pieces of the OS designed to be called from a
windows app as the path entered is returned to the calling app..

You could write a small windows program that gets invoked via
STRPCCMD, opens the dialog and does whatever you want with the
returned path.
