What i meant with that example was that it all has to do with how you design your code.
So instead of accessing a tabel directly with each program, use one module or *PGM or whatever to access the data.
And a CMS would help, yes.
But using a layered approach (access database thru a software layer) would help much more than any CMS.

Add a field to a file, promote the change from development to QA, all the programs that use that file are automatically recompiled.
