All you need to do is audit the users.

CHGUSRAUD USRPRF(XYZADC) OBJAUD(*ALL) AUDLVL(*CMD *CREATE *DELETE
*JOBDTA
*OBJMGT *SAVRST *SECURITY *SERVICE *SPLFDTA *SYSMGT)

Then you can write some programs to interrogate journal QAUDJRN or,
purchase one of the fine journal reporting packages on the market.

You can capture all the commands from a job by reading the messages
(field ID 0302) with the QMHLJOBL API.
