You are using a pre-V5R2 prototype for open(). You can get current ones here:

Hmmmm... maybe because you removed the last parameter? (where I had specified "JOB") Not totally sure what will happen if you do that.

Please try putting the code back the right way, and updating to the current prototypes. See if that helps. If not, please post the open() API that fails so I can see where we are.
