I wrote a very (very) simple fieldproc program when we were adding support for them to Implementer.

The program itself isn't very hard, although doing encryption isn't trivial.

From what I gathered, talking to some IBMers and other ISV's, Fieldproc program's are intended to be provided by ISV's.
