Because that was just a way for you to remember the rule. If the
rule doesn't make much sense anymore, it should be relaxed.
The reality is that it's just easier and more reliable to code the
file name, since it's explicitly defined in the F specs. Format
usage requires an additional step to verify the external name, unless
it was renamed. Either way, the format name all to often does not
have a clear correlation to the file name.
