Some aspects of it, like embedding the result of a command, do seem oriented to scripting languages.

But the alternate syntax for defining a string literal would fit a compiled language just as well as an interpreted language. Even the variable substitution aspect could work fine for a ocmpiled language like RPG where there is a string variable datatype (unlike say C where there are string literals, but there's not really a string datatype).
