Luke, I believe if I run chgjob and insure that devrcyacn is set to *endjob
it will die and any files closed and locks released.

Ie, the job/session will be set to end, not stay alive.

This is my theory.

Correct me if I am mistaken...but if the workstation is configured to keep
the session alive in for a few minutes (in case the user signs back in),
won't that disconnected job hold all of the locks open until it times out and dies for good?

In that case, the next user to try and get in will be rejected by the disconnected
job (as will the same user that disconnected it if he signs onto a different terminal).

...or am I mistaken?
