Very true. Apache takes care of that for us on the inbound URL before
it calls the RPG program.

Regardless, I wrote something to tackle the issue.  There's probably a
better way, but I imported an ASCII table into a system file and I am using
that as my point of reference when converting URL encoded values.  At this
point I am not even attempting to handle unicode characters or anything
like that, and probably won't have a need for that anytime soon.
