I assume the program doing the reading has the file as input-only?

In that case, add the COMMIT keyword to the file if it's not already
there. Before starting the program, you'll want to do a STRCMTCTL
LCKLVL(*CS) or STRCMTCTL LCKLVL(*ALL)
