The details of writing a handler and what is passed to it from RPG are in a manual - *http://tinyurl.com/28e6slz has links to all you want and points out that the manual is now available in 7.1 InfoCenter*.

I strongly recommend looking at that document - very enlightening! And it's not even all that long!

Yes, if the RPG operation specifies the format name instead of the file name, then the handler gets passed the format name, and it needs to work with that particular format.
