I tested using OVRDBF LVLCHK(*NO) in my CL; it still crapped out on the second run through the subprocedure. Didn't try it by issuing the OVRDBF via QCMDEXC or SYSTEM within the program with *JOB level.
SQL is doable; feel like a dork to not have thought of that one.
Program-described files would, also, work, of course. (Another 'Doh' moment.)
This program was supposed to be a real quicky. SQL would seem to be the easiest and quickest way to go.
