Could someone please show me what is wrong with this code?

I'm getting an error saying:
" 021800 Operands are not compatible with the type of operator. "

The code is:
D LastFirst s 41a Varying
D ShiftRepl s like(LastFirst)
D Quote C ''''
D ReplaceWith C '_'
D Pos s 5i 0
0217.00 C Eval ShiftRepl = %replace(ReplaceWith: +
0218.00 C LastFirst: Pos: %len(Quote))

I can't see the problem for some reason.
This is running on v4r4
