Unfortunatly, the program that creates the file is putting it out in variable
format fields delimited by commas.
The problem is that when the data contained in the field contains a comma, I can
not parse it correctly.

I have informed the user that the description can not have embedded commas.
Since they get the initial data from the i, they have control of that
information.

The only way to handle comma's in a CSV file without using quoted
strings would be if the CSV file is really fixed format.

Example
Charles Wilt        ,Some town          ,Some State
Jeff Young          ,Other town        , Other State

Not that even though I've seperated the data with comma's, the data
fields are also fixed length.  So It'd be easy to set up a DS like so:
d myDS        ds              qualified
d  name                  20a
d                              1a
d  City                    20a
d                              1a
d  State                  20a
