The supposition here is incorrect - at least as far as the debugger is concerned - although frankly I can't see Rochester spending much money on enhancing it. Debugger comes out of Rochester for the most pat and is not part of the Rational tools that are indeed frozen at 6.1.

As has been noted elsewhere in this thread the problem is fixed on 6.1 - via PTF.
