Yes, in the case described, commitment control would be defined
programmatically and, at run time, would be active within the job and
complete when the job ends. There is no persistence.

Be advised, if you are not using commitment control you may not be using
journaling. Without journaling, there is no possibility of commitment
control. So the whole setup for this can get quite large.

Also be aware that all jobs may be affected by the fact that commitment
control is in place. Where jobs now happily coexist with a long-running
process that has not commitment control, the addition of CC can cause all
those jobs to fail (or at least experience heartburn.

This is not something to be taken lightly and without study.
