The programs may have the same attribute of USRPRF(*OWNER), but do those programs also share the same owner? For the adopted authority to function as desired, each *FILE object must be authorized to the owner of the program; the object must also be authorized with the minimum level of authority that is required by each of the operations declared or actually performed against those objects. If for example a file is authorized to user GLOPEZ with AUT(*USE), but the file is declared for Output\write, then the WRITE operation would not be allowed; I believe that is enforced at file open time, and diagnosed by the CPF4104 "User not authorized to *operation* on..."
