True, the dim(2) and based were not needed.  Have you tried entering,
 
Exec Sql Update FileY
          Set (CustName = :CustName :NullInd)

 in Rational? 
It immediately flags the statement with SQL0104 error. 
"SQL0104 Token = was not valid. Valid tokens: ) ,   "

Can anyone see what is wrong with the statement?  I can't.
