x'09' is the ASCII code for tab. x'05' is the EBCDIC code for tab.

You didn't say how you're writing the data -- but if it's being translated from EBCDIC to ASCII (which appears to be the case) then you need to write x'05' -- after it get translated it should be x'09'.
