If a commercial offering is feasible, we have our RPG2SQL Integrator product, which include Excel functionality. It doesn't use SQL to work with Excel (it could, but that is really ugly), it uses an instance of Excel running on a middleware PC. I'm biased and think it is easier to use than the Java alternatives, although probably not much compared to Scott's API.
