You could set a flag to identify a file already opened.

C OPENFLAG IFNE 'Y'
C MOVE 'Y' OPENFLAG 1
C OPEN MYFILE
C ENDIF

You could alternately use a named indicator.

d OpenInd s N

C if OpenInd = *off
C eval OpenInd = *on
C open MyFile
C endif

Those are the ways we did it in the old days...
Why wouldn't you do it in free form though?
