I just did a verify with RDI-SOA 7.5.0.3 fix 001 and I get the same error. So it is an RDI problem and not a code problem.
Can you submit a PMR to IBM on this?

No, as I remember there was some PTFs and some problems on my part but
this was nearly a year ago so...
It appears that my problem is with RDi. It always issued errors when I tried to code EXTFILE with TEMPLATE, so I never tried compiling anyway.
Apparently its a bit behind.
