The second-level text of that message is fairly clear:

The original library will be used even if the binding directory
specified *LIBL. The compiled object (*PGM or *SRVPGM) tracks the
library in which an object used to resolve external references was
found.

Since you neglected to show the command you use to perform the update
I presume it is:

UPDSRVPGM ORDERSRV MODULE(repl-mod)

I expect that binding to external objects on an update operation is
necessary only if new unresolved references are found you may be able
to resolve the issue by specifying the additional service program on
the update command. For example:

UPDSRVPGM ORDERSRV MODULE(repl-mod) BNDSRVPGM(*LIBL/PRICESRV)

or perhaps:

UPDSRVPGM ORDERSRV MODULE(repl-mod) BNDDIR(bind-dir)

I'm not sure if this will work-around the problem. The error message
is quite specific that an update operation will use the original
object library.
