In SRVPGM2 you could just comment out the call to SRVPGM1/PROC3.

Next, compile and create SRVPGM2. Then compile and create SRVPGM1.

That will get SRVPGM1 created successfully because it will be able to find
all the procedures in SRVPGM2.

Then go back, uncomment the call to SRVPGM1/PROC3 in SRVPGM2, recompile,
and update SRVPGM2. Should work since SRVPGM1 has been created
successfully.

Hope that makes sense. I think that should do it unless I am missing
something.
