Does that mean that initialize values for local variables are stored in the

Seems reasonable to me. Given that RESET values are stored once and
never changed--just reused--static storage would be perfect. If you
used automatic storage you'd either have to set the storage values at
program start (therefore consume just as much total storage) or within
each procedure on each call to that procedure (in which case you'd
complicate the compiler for little gain).
