No it's not, if you're using binder source CRTSRVPGM EXPORT(*SRCFILE)
instead of CRTSRVPGM EXPORT(*ALL).

Binder source controls the public exports of the service program.

Procedures in the binder source are publicly accessible by other *PGM/*SRVPGM
Procedures not in the binder source, but that have the EXPORT keyword
specified are protected and only usable by procedures withing module
bound into the service program.
