From the RPG ILE reference manual, chapter 13 - File Description
Specifications. Before any subsections.
Local files defined in subprocedures must be full-procedural files.
Think about that. Regardless of your opinion about the cycle, who puts an
"input primary" cycle type file as a local file?
Now let's look at another section of the manual, Chapter 11 - About
Specifications, subsection RPGIV specification types. Look at the
illustration there.

P Procedure
F File Description
D Definition
C Calculation
P Procedure
However you have P, D, F, D, C, P not P, F, D, C, P. Move your D-PI after
the F spec.
