Add one line. After this:
sysdatetime=%timestamp(); // retrieve current timestamp
put
sysdatetime=TimeZoneAdjusted(sysdatetime);
Or you could do
sysdatetime=TimeZoneAdjusted(%timestamp());
Or even better yet
sysdatetime=TimeZoneAdjusted(); // if no input, use current ts

And TimeZoneAdjusted would use the logic to adjust to the time zone
preferred by that user/job/etc. For example if it knew that the time zone
is three hours earlier for SAM it would do
if %addr(ParmTS)<>*null;
// parm passed in
WorkTS=ParmTS;
Else;
WorkTS=%timestamp(); // default to current
EndIf;
If UserId='SAM';
WorkTS -= %hours(3); // subtract 3 hours
// above is same as:
// WorkTS = WorkTS - %hours(3);
EndIf;
return WorkTS;
