My question is how to get this kind of functionality with numeric
functions? How can I declare a procedure that will accept a decimal
argument of any size and return a decimal argument of any size? Likewise
with integer values? ... Do I declare something like:

I would use 63p31 (available starting in V5R3). That way, you can handle any 31-digit value from 31,0 (all integer places) to 31,31 (all decimal places).
